From church to school fundraisers — Kansans soon will be able to vote on whether raffles should be a legal form of gaming.

On the Nov. 4 general election ballot, voters will consider changing a constitutional amendment that currently outlaws raffling in the state, said Jeannine Koranda, a public information officer for the Kansas Department of Revenue.

“A very important thing to have done because, like I said, its gets more people involved,” said Dee Liggett of Newton.

Dee, her partner, Stephanie, their daughter Kavyndra are raffling off items for charity. It’s a project near to their hearts.

“Once people feel more secure that their donations are going to where it needs to, more people will accept that raffles and stuff should be accepted,” Stephanie said.

Dee is selling items and collecting donations for Susan G. Komen. Stephanie is giving back to St. Jude Children’s Research in honor of her late niece Serenitie; she passed away at one year old from leukemia. Kavyndra is giving to a military charity in honor of her uncle, Maj. Howard Palmer

They hope that the experience will be a life-lesson for their daughter.
“I’m teaching her that there’s a lot that needs to be done in the world, and if she can do her little piece, then that’s where she needs to do,” Dee said.

WHAT HAPPENS IF APPROVED
If passed by voters, state lawmakers will consider:

– The cost of a raffle license.
– How often an organization can conduct raffles.
– Will all organizations need a raffle license if the prize value is minimal?
– Will the sale of raffle tickets be taxable?
– Can organizations make their own tickets or do tickets need to be purchased from a licensed distributor?

Koranda said changes could take effect as soon as July 2015, potentially giving non-profit, religious, charitable, fraternal, educational and veterans organizations a chance to apply for a raffle license.

According to the state, electronic gaming or vending machines may not sell or conduct raffles.
